Memorandum of Understanding

1. Major aims and objectives of the Network of Youth Excellence

We, the undersigned organizations decided to form a Network of Youth Excellence (Network) to

  • promote cooperation between existing scientific research training projects for students until the age 21 and their teachers in a wide array of scientific areas
  • promote research collaborations between students and teachers of different programs and countries
    facilitate the collaboration with international organizations of young scientists such as the World Academy of Young Scientists (WAYS)
  • better the existing projects by exchanging their experiences and outlining successful organizational and fundraising tactics
  • help the initiation of scientific research training projects in countries where they currently do not exist
    initiate international joint scientific student/teacher projects
  • promote the participation of students in the organization of research training programs
  • encourage an inter- and multidisciplinary dialog on the ethical and responsible conduct of research and use of scientific knowledge as well as on social aspects of scientific research
  • draw the attention of policy makers and the media to the importance to start the recruitment to scientific research at a very early age.

The Network treasures the diversity of the approaches for science education and research training in

  • target groups (talented and/or underprivileged and/or motivated students; science teachers; society around the students and teachers, etc.)
  • content (subject- or scientific discipline-based projects; participation in top science; broad, interdisciplinary projects; fun-type projects, etc.)
  • methods (courses, summer schools, weekend seminars, continuous projects, lab-type projects, school-type projects, cyber-courses, distance-learning, exchanges, etc.)
  • aims (information transfer, ability development, raising self-confidence, raising long-lasting interest and commitment to science, help in science communication, help in applied research, promotion of public understanding, advancing peaceful relations among nations through research, shared resources and collaboration, etc.).

2. Membership

Members of the Network
The Network has only organizations as its full members. All regional, national and international organizations are eligible, which have an experience of at least two years in extracurricular education of young students (ages below 21) in science and technology. Full membership can be initiated by a written notice expressing the agreement of the organization with this Memorandum of Understanding and can be cancelled any time by a written notice. New full members of the Network are accepted by the Executive Board (see below).

Partners and sponsors of the Network
The Network will regularly inform all interested schools, and other legal entities working in the field of extracurricular education of young students (ages below 21) in science and technology about its activities. The Network is particularly promoting the activity of those organizations and individuals, who want to establish an organization eligible for full membership in the Network. These, however will be Partners and not full members of the Network. Sponsors of the Network may not work in the field of extracurricular education of young students (ages below 21) in science and technology but help the activity of the Network either financially or by other means.

Information on the activities of the Network
The Network will keep regular contacts with interested governmental or non-governmental committees, bodies and individuals via various means, like email-lists, mailings etc.

3. Contacts of the Network

The Network is completely independent. The Network works closely with the UNESCO World Academy of Young Scientists to establish contacts with other young scientists working as university undergraduates, Ph.D. students or postdoctoral fellows world-wide. The Network is politically neutral, and has no intention whatsoever to be involved in any political affairs locally or internationally.

4. Structure, decision process and finances of the Network

The Network is directed by a Board with one representative from each full member organization. This Board meets once in each second year (first in full: 2006). In the interim period Board decisions will be made by email votes. 
The Board has a chairperson and two vice-chairpersons. At the election of the chairperson and the two vice-chairpersons a continental balance is suggested to be kept. Elections will take place at the time of the biannual Board meeting. Absent Board members may cast their vote by mail prior the Board meeting. 
The Secretariat is provided by a full member organization. The Secretariat is elected by the Board for two terms, i.e. four years. [1]
The chairperson, two vice-chairpersons of the Board together with the representative of the Secretariat will form an Executive Board, which is responsible for the everyday decisions. The chairperson is making an email report on behalf of the Executive Board in each two months to the Board members. The main communication channel of the Executive Board will be by email and email votes. If there is equality of the votes in the four members of the Executive Board, the chairperson’s vote will be the decisive vote.
Email votes of the Board are called by the chairperson of the Board. If three Board members approach the chairperson to initiate an email vote, the chairperson has to call a vote. If three Board members are requiring a secret ballot instead of the email vote, the Secretariat will organize the ballot by mail.
The financial background of the Network activities is maintained by the Secretariat and established by applications for national or international agencies and bodies. Network members provide help for the Executive Board and Secretariat to find and approach these sources of support. The Network can be directly supported by donations of individuals or participating organizations.

[1]In 2005 – as an exceptional case to ensure the start of the Network – the first elections of the chairperson, two vice-chairpersons and the Secretariat will take place by a mailing process organized by the Hungarian Research Student Association. The election procedures will assure a secret ballot, which will be controlled by a public notary.
